Mission of the Chamber

The mission is implemented by the employees of the Chamber of Control and Accounts of Moscow, based on the unity of three key functions:

1. Auditor. By assessing the impact of public resource management on the socio-economic development of the city of Moscow, the Chamber of Control and Accounts of Moscow provides recommendations for improving the system of organization and management of urban life.

Risk prevention of negative consequences and prevention of violations and deficiencies in the management of public resources in the city of Moscow is the main focus of the Chamber of Control and Accounts of Moscow’s activities.

The Chamber of Control and Accounts of Moscow takes comprehensive measures to eliminate the root causes of identified violations and deficiencies based on qualified proposals.

2. Expert. In the process of providing consultations and recommendations to enhance the efficiency of public resource management and prevent risks of violations and deficiencies for bodies within the unified public authority system in the city of Moscow, the Chamber of Control and Accounts of Moscow continuously improves the professional competencies, knowledge, and qualifications of its employees.

The qualified judgments of employees are based on the systematic use of standards and methodologies, best practices in public financial control and audit, the application of digital technologies, including data analytics, as well as a risk-based approach.
