Mission of the Chamber

Mission of the Chamber of Control and Accounts of Moscow

Based on international principles and experience of supreme audit institutions, statutory powers and twenty-five years of work, Chamber of Control and Accounts of Moscow is updating its understanding of the Mission.

Chamber of Control and Accounts of Moscow’s Mission is to promote improvement of quality of state (municipal) management of Moscow’s public resources for the benefit of the city community based on its powers established by laws of Russian Federation and Moscow.

To accomplish its Mission, taking into account the balance of interests Chamber of Control and Accounts of Moscow performs its activities on the basis of unity of three key functions:

1. Expert. By evaluating the tendencies of socio-economic development, the efficiency of budget expenditure and use of public property, Chamber of Control and Accounts of Moscow provides recommendations for the sustainable development of Moscow.

Chamber of Control and Accounts of Moscow detects and identifies violations, deficiencies and losses (risks of their occurrence) and provides recommendations to prevent and eliminate them.

Professional conclusions and judgments of its employees shall be based on the systematic use of standards and methodologies, best public audit practices and use of digital technologies, including data analysis.

2. Partner. Without infringement of the principle of its independence, Chamber of Control and Accounts of Moscow works on the basis of professional responsibility, publicity and openness for the benefit of Moscow in cooperation with the audited entities respecting the guarantees of their rights.

3. Consultant. Chamber of Control and Accounts of Moscow continuously improves its competences to perform its tasks as well as to contribute to enhancement of quality of public management including the quality of decision-making of state (municipal) institutions without intervening in their everyday activities.
