Today, the Chamber of Control and Accounts of Moscow is a dynamically growing organization of external public financial control playing a key role in the budget process and influencing the fiscal policy in Moscow.

To be able to perform its functions according to the federal law and laws of Moscow, the Chamber of Control and Accounts of Moscow has an appropriate organizational structure and highly qualified staff (188 units).

At the present stage, the Collegium of the Chamber of Control and Accounts of Moscow has the following composition: Chairman V.A. Dvurechenskikh, Deputy Chairman V.V. Litvintsev, auditors B.V. Kiselev, A.S. Kuznetsov, I.S. Protopopov, V.D. Fabisovich, E.A. Chegrinets.

All employees of the Chamber have a university degree, 45 of them have two or more degrees.

The Chamber’s staff includes one Doctor of Economics, 28 candidates of science, six post-graduate students who are responsible for research programs at the Chamber.

Average age of the Chamber’s staff is 41 years.

11 employees of the Chamber were awarded honorary titles of the Russian Federation and Moscow: Dmitri Ye. Lyalin, Olga M. Silantieva, Viktor D. Fabisovich, Tatiana V. Yushina were awarded the honorary title of Honored Economist of the Russian Federation, Marianna V. Rozhkova was awarded the title of Honored Lawyer of the Russian Federation, for achievements in the field of external public financial control Anatoly N. Babin, Irina M. Petrova, Galina N. Remizova, Tatiana V. Yushina were awarded the title of Honored Economist of Moscow, Viktor D. Fabisovich was awarded the title of Honored Builder of Moscow. Title of Honored Public Servant of Moscow was awarded to Irina V. Gorelenok and Nina A. Lobanova.

Significant contribution to the establishment and development of the Chamber of Control and Accounts of Moscow Board has been made by the Collegium members N.S. Bobrova, N.A. Demyanets, N.F. Yegorova, S.V. Kornyukhin, D.Ye. Lyalin, V.M. Malinin, S.A. Morozov, A.B. Orlov, N.A. Pavlenko, O.P. Semenova, O.M. Silantieva, Ye.V. Sirotkin, A.N. Titov, A.Ye. Fedorov, V.G. Tsepelev, S.V. Chistyakov, S.O. Shokhin, V.V. Shutenko, T.V. Yushina, as well as those long-standing team members who have been working for the Chamber since 1994-1996: I.Yu. Vaskina, M.A.Zikeeva, G.Kh. In exercising its functions and powers to accomplish its mission, the Chamber of Control and Accounts of Moscow has undertaken more than 2,000 control and expert analysis activities revealing improper and inefficient use of public funds on the order of several hundred billion rubles. A significant proportion of misused public funds was discovered in the field of public procurement.

Proposals made by the Chamber of Control and Accounts of Moscow based on the findings of control and expert analysis are taken into consideration in reviews of the regulations governing use of public funds in Moscow and in the budgeting process in Moscow.

Findings of the control and expert analysis activities by the Chamber of Control and Accounts of Moscow are considered by commissions of the Moscow City Duma. Every year, at the plenary session of the Moscow City Duma a report is presented on the activities undertaken by the Chamber of Control and Accounts of Moscow and on the outcome of control and expert analysis measures.
